Position Description:
The FHC Governance Committee is chartered to oversee Morgan Stanley's efforts to achieve Financial Holding Company excellence. Morgan Stanley's Chief Operating Officer chairs the committee, and its members include business leaders from across the Firm.

In order to help it achieve its mandate, the committee determined that it was necessary to establish the FHC Program Management (FHC PM) department, reporting to the office of the Chief Operating Officer.

FHC PM comprises the following five functions:
1. Major Infrastructure Initiative Delivery and Financial Management
2. Regulatory Response Oversight
3. Standards and Tools
4. Governance and Reporting
5. Business Management and Operations

The Regulatory Response Oversight function ensures the remediation of regulatory findings identified by US regulatory agencies including the Federal Reserve Board, Office of the Comptroller of the Currency and the Federal Deposit Insurance Corporation are completed. It is responsible for weekly, monthly and quarterly reporting to the FHC Governance Committee, Firm Risk Committee and the Board of Directors concerning regulatory remediation.

The Regulatory Response Oversight (RRO) function is hiring a Vice President in New York. Responsibilities will include the following:

• Manage a team of two full time staff members
• Liaise with key departments of the organization to drive responses to Regulatory exams.
• Act as a relationship manager to key departments.
• Manage the development of new processes, standards and tools for the RRO function.
• Manage work undertaken by RRO relationship managers who act as liaisons to owners of regulatory findings by providing advice and guidance concerning development and management of remediation activities.
• Interact with senior management across the Firm concerning regulatory remediation efforts as well as appropriate implementation of the RRO policy and procedures across the Firm
• Lead and perform qualitative and quantitative analysis on portfolio of regulatory findings and remediation activities.
• Manage the production of information for reports to the FHC Governance Committee, Firm Risk Committee and the Board of Directors.
• Oversee production of ad-hoc reports as needed for customers of regulatory response data.


Skills Required:
? Bachelors Degree and 10 to12 years related experience (some knowledge of audit, compliance or regulatory processes preferred)
? Outstanding communication and interpersonal skills
? Ability to work effectively with all levels of the organization
? Excellent influencing and negotiation skills
? Strong quantitative and qualitative analytical skills
? Keen attention to detail
? Highly organized
? Ability to work on multiple projects and quickly grasp key concepts
? Ability to manage dynamic priorities
? Fluency with MS Office tools, including PowerPoint, Project, Excel, Access
? Bachelors Degree
